Position Summary
The Program Associate is responsible for assisting Program Managers in reviewing and underwriting affordable housing production and preservation proposals and providing detailed reporting and analysis for the Equitable Business Development Division. The Program Associate is a member of the Community Investment Initiatives (CII) unit, which is focused on expanding access to affordable housing while advancing racial and economic equity. The CII programs drive moderate-size housing production and preservation through soft debt subsidies supporting homeownership and small-scale rental renovations. These programs are administered to provide funding for smaller-scale projects that yield significant social and economic benefits. The CommonWealth Builder (CWB) Program, a flagship initiative, works to reduce racial homeownership gaps by financing the development of affordable homeownership units, particularly in communities of color.
Specific Duties and Responsibilities
- Reviewing CWB loan information submitted by potential borrowers, inputting loan data into underwriting model, conducting financial analysis and proposing alternative financing scenarios if necessary, and drafting a number of important documents including letters of interest, term sheets, commitment proposal memos, and commitment letters.
- Serving as a liaison to both external and internal business partners and taking responsibility for obtaining, understanding and analyzing data and related mortgage information from property owners and other third-party sources.
- Communicating with potential borrowers and requesting information as needed. She/he/they may initiate calls and/or attend meetings to review preliminary CWB loan information including sources and uses, income and expense statements, market information and other documents.
- Developing relationships with potential borrowers to support Program Managers, who are primary points of contact in preliminary CWB loan review and structuring.
- Administering the underwriting model to ensure accurate analysis and CWB loan structuring.
- Maintaining a positive rapport with borrowers and other stakeholders and ensuring appropriate communications regarding the evaluation and eventual approval of CWB loan transactions. Internally, the Associate collaborates frequently with the Legal and Rental Underwriting and Management divisions.
- Performing a wide variety of special assignments, including but not limited to research on industry and MassHousing business metrics, the creation of analytical tools, and any other assignments that may emerge as part of business development or loan processing.

Position Summary

Specific Duties and Responsibilities
Project Coordination
Coordinate a range of short and long-term projects for the MCCB Director and senior team. This may include, but is not limited to, the following:
- Conduct review and reconciliation of monthly invoices from third party vendors/contractors.
- Assist with preparation of annual reports and other compliance documents.
- Gather and analyze research and data from MassHousing Departments and vendors/contractors.
- Coordinate marketing campaigns, product development and workflow.
- Prepare case studies, fact sheets and other collateral materials.
- Maintain up-to-date document library and filing systems.
- Assist with project planning and tracking of milestones and deliverables.
Communication and Collaboration
- Facilitate effective communication within the MCCB team and across the MassHousing organization, including preparation of agendas, notes and supporting materials for internal meetings and briefings.

The CII Program Manager oversees all aspects of the CWB program, from initial inquiries to deal management and compliance, ensuring alignment with statutory requirements, program policies, and the broader goals of promoting equitable housing solutions. This role involves close coordination with municipalities, developers, sponsors, and funders to ensure that projects are completed on time, on budget, and in compliance with regulatory requirements.
Reporting directly to the Senior Program Manager of CII, this position collaborates closely with other members of the Equitable Business Development Division and works alongside municipalities, developers, sponsors, and financial partners to ensure that projects are delivered on time and within budget.
Specific Duties and Responsibilities
Leadership and Development
- Manage strategic partnerships with internal and external stakeholders to ensure that program progress efficiently and align with overall organizational goals. Develop and maintain relationships with municipalities, developers, community organizations, and other partners critical to project success.
- Conduct comprehensive research and data analysis, leveraging insights from both internal and external sources to inform decision-making. Monitor market trends, developer feedback, and program data to continually refine and improve program policies and operations.
- Develop high-quality written, visual, and digital materials to support program initiatives. These materials will be used to increase awareness of the program, highlight key success stories, and engage both internal and external stakeholders.
- Present research findings, progress updates, and strategic recommendations to internal teams, external partners, and leadership. Ensure clear communication of program developments, performance metrics, and any necessary course corrections.
- Delegate project tasks and responsibilities to team members, including the Program Associates and interns. Provide clear guidance, support, and regular feedback to promote professional growth and enhance team performance.
Program Management
- Oversee deal flow management by actively managing the pipeline of prospective project leads. Ensure efficient tracking of all inquiries, guiding projects from initial interest through to closing. This includes maintaining clear communication with developers throughout the process.
- Manage the pre-screening process by conducting thorough assessments of potential projects. Engage developers in discussions to clarify project goals and expectations, ensuring they understand program guidelines and requirements.
- Guide projects through the under-review process, collaborating with internal underwriting, legal, and compliance teams. Ensure timely feedback is provided to developers, addressing any questions or concerns that arise during the evaluation phase.
- Lead the transition of projects into the committed phase, ensuring that all necessary documentation is completed, and compliance requirements are met. Monitor the progression of deals from commitment to closing, providing support and direction as needed.
- Coordinate the closing process, ensuring that all necessary steps are completed for project funding and implementation. Work closely with developers and internal teams to ensure smooth transitions and timely project launches.
- Establish key performance indicators (KPIs) to track the success of programs and ensure continuous improvement. Prepare and submit regular financial and program activity reports to MassHousing and the Executive Office of Housing and Livable Communities (EOHLC), maintaining transparency and accountability.

Position Summary
The Affordable Housing Trust Fund (AHTF) program provides deferred payment loans to borrowers who are developing residential properties that include affordable units throughout Massachusetts. The funds are competitively awarded through funding rounds. MassHousing administers the AHTF under contract to the Executive Office of Housing and Livable Communities (EOHLC). The program is broad in scope and includes large and small rental and homeownership projects, supportive housing, senior, and family housing. The $580 million portfolio includes loans on more than 600 developments located throughout the Commonwealth. The AHTF team typically receives 80-100 applications per year for loan requests totaling over $100 million and processes awards to 30-40 developments totaling approximately $50 million annually. Typically, projects have complex structures with numerous sources of soft financing, conventional construction and permanent financing, and low-income housing tax credits. The position requires a high degree of coordination with EOHLC, other lenders, and investors in the projects.
The AHTF team administers several sources of funds under the Affordable Housing Trust Fund umbrella on behalf of MassHousing and EOHLC.
Specific Duties and Responsibilities
The Underwriter serves as the loan borrower’s primary contact. They are responsible for providing the following:
- Provide requested feedback to prospective clients regarding the proposed project design, development budget, operating budget, market need, and environmental issues prior to application.
- Review pre-applications submitted by prospective borrowers prior to a funding round, as requested by EOHLC.
- Underwrite rental and homeownership affordable housing development proposals to ensure that project public benefit is established, underwriting issues are identified, and loan proposals are consistent with applicable regulations, guidelines and policies.
- Prepare recommendations for funding to the MassHousing AHTF Manager and EOHLC and prepare loan commitment letters prior to closing.
- Close the AHTF loan transaction. This requires coordinating the loan closing with legal counsel and other lenders to ensure that loan documentation adequately and accurately reflects terms of the business deal, including but not limited to obtaining and reviewing all due diligence required for the closing, participating on weekly closing conference calls, negotiating all project business issues, as needed, and ensuring that any issues identified during underwriting have been addressed prior to closing, as required.
- Monitor project progress including reviewing Lender Advisor reports during construction and ensuring that borrowers’ payment requisitions are reviewed, approved, and paid.
- Conduct asset management reviews and complete post-closing transactions including but not limited to rental project changes in affordability, refinancings, workouts, and homeownership unit resales including determination of household eligibility for affordable homeownership units, refinancings, transfers, and foreclosures, as needed.
- Maintain all required data for their projects and provide data upon request to the program manager in order to support periodic reporting requirements from EOHLC and the Department of Administration and Finance.
- The Underwriter may be required to represent the program at public events.
- The Underwriter will perform other duties and responsibilities as assigned.

Minimum Education and Training
- Bachelor's Degree required, preference for candidates with advanced degrees in Finance, Real Estate Management, Business Administration, or related field.
- Five to seven years of substantive experience in real estate finance and/or real estate.
- Knowledge of tax credit equity, government and private lending platforms, including credit enhancement and rental subsidy programs preferred.
- Demonstrated history of academic success and professional development.
Salary Range: $94,184.76 - $122,440.29
This position has been designated as Flex under MassHousing's Alternative Work Schedule (AWS)-hybrid work model. However, during the first 90 days, the employee may be expected in the office more frequently for training and onboarding.
