Position Summary
The Legislative Affairs Manager is a key member of the Government Affairs team responsible for advancing the Agency’s legislative priorities and supporting external engagement, policy coordination, legislative research, and constituent services activities. Serving as a critical liaison between the Agency, elected officials, legislative staff, public agencies, external stakeholders, and internal business teams, this role helps position the Agency to support housing and community development priorities at the state and federal levels effectively. The Legislative Affairs Manager supports legislative strategy through policy research, legislative tracking, stakeholder engagement, briefing preparation, and constituent response management while working closely with Executive Leadership, Legal, Communications, and program staff to ensure consistent and informed engagement with policymakers and stakeholders. The Legislative Affairs Manager uses Agency approved artificial intelligence (AI) tools to support research and analysis, applying professional judgment to validate information and ensure accuracy and strategic alignment. This position reports to the Director of Government Affairs.

Essential Functions
Legislative Affairs & Stakeholder Engagement
- Build and maintain productive relationships with state and federal legislators, legislative staff, congressional offices, public agencies, industry organizations, and external stakeholders
- Support and coordinate legislative outreach efforts, meetings, briefings, and engagement activities with policymakers and stakeholders
- Represent the Agency at the Massachusetts State House and legislative events
- Monitor legislative priorities, emerging policy issues, and political developments relevant to the Agency
- Assist in identifying opportunities for Agency engagement, advocacy efforts, and strategic relationship development
- Manage and respond to legislative and constituent inquiries on behalf of the Agency, ensuring timely, accurate, and professional communication
- Support constituent service activities that strengthen legislative relationships and advance Agency priorities
Legislative Tracking, Policy Research, and Analysis
- Monitor, track, analyze, and summarize state and federal legislation, regulatory activity, hearings, and policy developments impacting housing and Agency operations and prepare recommendations, briefings, updates, and follow-up actions for leadership and internal stakeholders
- Maintain internal legislative tracking systems, reports, and policy summaries
- Leverage Agency-approved AI tools and other technology resources to conduct and support policy and legislative research, stakeholder monitoring, briefing development, and operational efficiency
- Apply professional judgment and subject matter knowledge to validate, interpret, refine, and finalize AI-supported research and written materials
Constituent Services
- Serve as the primary point of contact for constituent services within the Government Affairs team, ensuring timely, accurate, and responsive communication with the public, legislative offices, and stakeholder organizations
- Identify recurring themes, issues, or service needs raised by constituents and elevate them internally to help inform policy, program enhancements, and legislative strategy
- Maintain constituent tracking systems, databases, and reporting tools to support follow-up, trend identification, and service delivery
- Prepare constituent correspondence, talking points, summaries, and follow-up documentation for Executive Leadership, the Director of Government Affairs, and legislative partners
- Collaborate with internal departments to gather information, resolve constituent issues, and ensure consistent messaging aligned with Agency policies and procedures
- Support constituent services activities that strengthen legislative relationships and public trust
Legislative Operations and Coordination
- Coordinate legislative meetings, stakeholder engagement activities, hearings, and external events
- Prepare agendas, briefing packets, logistics, follow-up items, and engagement tracking reports
- Maintain legislative contact databases, CRM systems, and engagement tracking tools
- Ensure timely follow-up and coordination across multiple workstreams and stakeholders
- Identify and implement process improvements that strengthen tracking, reporting, and operational efficiency within Government Affairs
- Prepare clear, concise, and audience-appropriate written materials, including briefings, correspondence, summaries, and presentations
Security
- Comply with MassHousing's Information Security Program and all other Agency information security policies and procedures
- Take responsibility for any Agency assets assigned to you
- Promptly report any security events, incidents, or weaknesses to MassHousing's Information Security Team
Minimum Qualifications
- Bachelor’s degree in related field
- 3+ years of progressively responsible experience in government affairs, legislative affairs, public policy, external affairs, stakeholder engagement, or related fields
- Experience working with or supporting state and/or federal legislative bodies, elected officials, public agencies, or external stakeholders
- Experience monitoring, analyzing, and summarizing legislation, regulations, and public policy issues
- Demonstrated ability to prepare briefing materials and executive communications
- Proficiency with Microsoft Office Suite and ability to learn tracking and reporting systems
- Eligibility to work in, and travel freely to and from, the United States without sponsorship
Preferred Qualifications
- Familiarity with Massachusetts legislative processes committee structures, and budget cycles
- Experience working at or with the Massachusetts State House, legislative offices, quasi-public agencies, or government relations organizations
- Experience in housing policy, affordable housing finance, community development, or related public policy areas
- Experience with legislative tracking platforms, CRM systems, or AI research tools
- Experience managing constituent services or legislative response coordination
- Experience supporting legislative or advocacy initiatives
- Experience preparing testimony or executive-level materials

The Enterprise Project Manager leads complex, cross-functional initiatives that support and advance the Agency’s strategic framework and annual priorities. This position manages a broad portfolio of enterprise projects, including process improvements, organizational change efforts, and large-scale operational enhancements. The Enterprise Project Manager influences and coordinates diverse cross-departmental teams through full-cycle project management, utilizing emerging technology and process discipline to ensure long-term stabilization. This role translates business needs into actionable project plans across all levels of the Agency ensuring project deliverables are met, within scope, and aligned with Agency objectives. The Enterprise Project Manager reports to the Enterprise Impact Senior Manager.

- Identify and lead process improvement initiatives, leveraging digital tools, including approved AI applications, and structured methodologies to current and future state workflow assessment
- Facilitate cross-functional working groups that drive Agency aligned process improvement projects, setting clear expectations and facilitating difficult conversations
- Establish measurable performance baselines and ensure improvement outcomes deliver sustained value

- Lead enterprise wide initiatives utilizing emerging technologies, approved AI tools, workflow automation, and data enhanced decision-making to design scalable enterprise solutions
- Partner with business units, procurement, IT, and vendors to integrate technology and advanced analytics into Agency aligned project solutions, outcomes, and adoption, ensuring design reflects modern best practices and evolving tech capabilities
- Manage full cycle project efforts coordinating across operations, business units, and technical partners
- Serve as the primary project liaison between internal stakeholders and external partners ensuring execution of deliverables, timelines, and quality standards
- Provide systems-thinking based project decisions that align enterprise priorities, considers cross departmental interdependencies, mitigates downstream risks, and integrates process and technology
- Evaluate and recommend technology-enabled approaches that modernize business processes, improve operational efficiency, and ensure long-term solution sustainability
Project Management Culture & Discipline
- Model rigorous project management practices across the Agency, including structured status reporting, milestone tracking, risk management, and issue escalation
- Establish and maintain documentation, decision logging, and project artifact management standards
- Train staff on effective project management habits to raise Agency-wide project management capacity and discipline
- Develop resources and frameworks grounded in systems thinking that support consistent project planning, communication, execution, and impact
Security
- Comply with MassHousing's Information Security Program and all other Agency information security policies and procedures

Minimum Qualifications
- Bachelor's degree in business administration, public policy, economics, data analytics, or other professional problem-solving discipline
- 5+ years of increasing experience in project management, with demonstrated success leading enterprise-scale initiatives in complex organizations
- Experience translating strategic priorities into actionable project plans, resource needs, and implementation timelines
- Experience developing performance reports or dashboards in Power BI or equivalent reporting platforms
- Proven experience leading multi phase projects that may require technology solutions, procurement activities, or operational changes
- Demonstrated ability to independently lead cross-functional teams, diplomatically influencing outcomes
- Experience developing and executing stakeholder engagement and adoption strategies
- Working knowledge of project management and process documentation tools
- Demonstrated ability to apply systems thinking to multi-year agency initiatives
- Eligibility to work in, and travel freely to and from, the United States without sponsorship
Preferred Qualifications
- Master’s degree in business administration, public policy, economics, data analytics, or other professional problem-solving discipline
- Project management certification (PMP, PMI-ACP) or equivalent knowledge of project management disciplines
- Formal Lean, Six Sigma, or process-mapping training
- Experience implementing continuous improvement programs across multiple business units
- Experience training others in project management principles
